Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in Property Management Sector

Introduction
The Government has rolled out the latest round of Anti-epidemic Fund and has allocated $1.82 billion for implementation of the Anti-epidemic Support Scheme for Environmental Hygiene and Security Staff in Property Management Sector (the Scheme), which will provide financial support to frontline property management (PM) workers performing duties related to security or environmental hygiene (i.e. cleansing and security workers) in private residential, composite (i.e. commercial cum residential), industrial and commercial building blocks (including shopping malls).

Aim
Strengthening anti-epidemic work in residential, composite, industrial and commercial buildings is crucial to minimising the risks of virus infection and spreading in the local community.

Frontline PM workers serving these properties have been under immense pressure since the onset of the fifth wave of COVID-19. Their workload has been increasing substantially and they are facing high health risk, given their very frequent contacts with residents and visitors during their daily work, and some of them may be working in buildings with residents under “home quarantine”.

As the epidemic situation is increasingly severe, the Scheme aims to provide financial support to frontline PM workers to help strengthen their capacity on personal protection and environmental hygiene, as well as to give recognition to their committed anti-epidemic efforts since the onset of the fifth wave of the epidemic.

Form of Subsidy
Application by Property Management Company/Deed of Mutual Covenant Manager/Owners’ Organisation
Each eligible property management company (PMC)/Deed of Mutual Covenant (DMC) Manager/ Owners’ Organisation (OO) may apply for a monthly subsidy of $2,000 for each frontline PM worker for a maximum of five months (i.e from February to June 2022) and each building block in an eligible property is subject to a quota of 100 headcounts for allowance.

Application by Frontline Property Management Workers Providing Cleansing or Security Services for “Three-nil” Buildings
Frontline property management workers who have provided cleansing or security services to “three-nil” buildings (i.e. cleansing and security workers) anytime during February to June 2022 (the Subsidised Period) may make application individually.

If the Applicant has provided service to more than one “three-nil” building, the Applicant may choose to fill in the information of one of those “three-nil” buildings.

If the Applicant has already received an allowance from an application for another property made by a Property Management Company/Deed of Mutual Covenant Manager/Owners’ Organisation under the Scheme, the Applicant’s repeated application will not be accepted.

“Three-nil” buildings refer to private residential or composite (commercial cum residential) buildings, industrial or commercial buildings with fragmented ownership, and without owners’ corporations, owner/residents’ organisations nor property management companies to provide property management services.

An Applicant who has provided cleansing or security services to “three-nil” buildings during the subsidised period (i.e. from February to June 2022) may receive a monthly allowance of $2,000 for a maximum of five months during the subsidised period.

The Property Management Services Authority (PMSA) has been authorised by the Home Affairs Department to execute the Scheme. The PMSA will publish latest information about the Scheme through this website.
