    Mr Alan SIU Yu Bun is currently the Chief Executive Officer of the Property Management Services Authority. He has served in the civil service for 36 years in various bureaux and departments, including the City and New Territories Administration, Transport Branch, Television and Entertainment Licensing Authority, Finance Branch, Information Technology and Broadcasting Bureau, Leisure and Cultural Services Department and Home Affairs Bureau. He was Deputy Secretary for Commerce and Economic Development (Communications and Technology) from 2007 to 2011 and Government Property Administrator until 2015. Before joining the PMSA, Mr SIU was Director of Administration and Development of the Department of Justice from 2015 to 2019.

Her expertise includes formulating annual strategic FM plans for leading luxury brands.     Ir C.S. HO is both a practicing engineer and a barrister. He holds degrees in Engineering (HKU), Law (Manchester Metropolitan University, UK), an MBA, a Postgraduate Diploma in Software Engineering, and the PCLL (HKU). Currently, he is General Manager of BEAM Society Ltd, Chairman of the Hong Kong Quality Assurance Agency, Director of the Hong Kong Green Building Council, Co‑Convener of UNESCO HK’s Green & Sustainable Finance Committee, and an Adjunct Associate Professor at HKU teaching engineering and law.

    Previously, Ir HO served as Chief Building Services Engineer at the Hong Kong Housing Authority, leading building services design for new public housing projects. A Chartered Engineer, Fellow of CIBSE, and Corporate Member of HKIE, he has also contributed to professional committees and community services. A past Chair of IFMA’s Global Board of Directors and co-founder of the Building Lifecycle Management Initiative, he helps professionals adapt to disruptive change with clarity and confidence.     Debbie Jaslow Shatz is a FM and Sustainability Professional with more than 45 years of experience. She works as the Hensel Phelps Services, LLC, Director of Facilities at Avenues New York, LLC, a private Pre-K through 12th grade school, she is responsible for managing 300,000 square feet in two buildings. The school has 1,875 students and over 500 staff and faculty. This is her first facilities experience outside of corporate.

    Debbie is a Past President and Founding Member of the New York City Chapter of IFMA, she is a member of the chapter’s Sustainability Committee and Past President’s Circle. She sits on IFMA’s Americas Advisory Board and is the Past Global Chair of the IFMA Sustainability Community (ISC). Debbie obtained her CFM designation in 1993 and was inducted as an IFMA Fellow in 2023.

    Ms. Jaslow Shatz is the recipient of many awards including IFMA’s Shelia Sheridan Award for Sustainable Facility Operations and Management, the IFMA NYC Distinguished Professional Member of the Year, and Distinguished Chapter Volunteer award and multiple IFMA Distinguished Author of the Year awards.

    Frank Ngoh is a seasoned executive with over 20 years of experience in facilities management, project management, and business development. As Managing Director of EM Real Estate Pte Ltd, he oversees a diverse portfolio of assets and FM services, driving business growth and innovation.

    Frank is deeply honoured to be named an IFMA Fellow, the highest recognition awarded by the International Facility Management Association (IFMA). This prestigious distinction, held by only 0.5% of IFMA members worldwide, celebrates his career-long dedication to advancing the facility management profession.

    Beyond his corporate role, Frank is passionate about promoting workplace safety and serves as Deputy Chairman of the Workplace Safety and Health Council (Facilities Management) Committee. He is also committed to shaping the next generation of professionals, contributing to industry advisory boards at the National University of Singapore and Ngee Ann Polytechnic, where he is appointed as an Industry Fellow.

    A global leader in the facilities management industry, Frank serves on the IFMA Global Board of Directors and is President of both the IFMA Singapore Chapter and the Singapore International Facility Management Association (SIFMA). His leadership continues to elevate the FM profession in Singapore and beyond.

His areas of expertise are Strategic Management, Change Management, Communication and Soft Skills, Business Transformation, Process Improvement and Portfolio Management, accompanied by broad international exposure spanning across diverse cultural groups within MENA, Europe & North America.


    As an instructor, Geoff is certified instructor for the International Facility Management Association and is affiliated with several other training organizations and Universities in Canada. He has conducted formal and certification courses on Facility Management to diverse groups of leaders across multiple industries. In addition to that, he is a regular speaker at global congresses on the topics of facility management, IT solutions for facilities managers, change management, process improvement, and communication and soft skills.

Jason has served as a Director on IFMA’s Global Board of Directors and is Chair of its Government Affairs Committee, where he champions advocacy and the advancement of the built environment worldwide. He has judged IFMA’s Awards of Excellence across multiple regions and regularly presents on best practices in sustainability and performance excellence.     With a first-class honours bachelor’s degree in building services engineering, a master’s degree in environmental management, a PhD in facility management and over a decade of industrial experience, Prof. Lai combines professional and academic roles as a scholar in teaching and research. Currently, Prof. Lai is an Associate Head of the Department of Building Environment and Energy Engineering at The Hong Kong Polytechnic University. He also serves as Co-Editor of the Facilities journal, Associate Editor of the Smart and Sustainable Built Environment journal, Editorial Advisory Board Member of the Journal of Engineering, Design and Technology, and Academic Advisor (Asia) of the International Facility Management Association Foundation.

    Mr Patrick Ho is responsible for formulating and executing a corporate sustainability strategy for Swire Properties’ global operations across Hong Kong, Chinese Mainland and U.S.A. portfolios. Through engaging stakeholders, setting targets and developing action plans, he leads a team to manage the full spectrum of the Company’s environmental, social and economic impact and to integrate ESG considerations into every facet of Swire Properties’ business.


    Patrick is a Chartered Environmentalist, a Chartered Member of the Chartered Institution of Water and Environmental Management (CIWEM) and a Certified Carbon Auditor Professional. He sits on the Board of Business Environment Council, Corporate Advisory Board of World Green Building Council, and the Built Environment Pathway Board of the World Business Council for Sustainable Development (WBCSD). He is also a Member to the Taskforce on Nature-related Financial Disclosures (TNFD), Science Based Targets initiative (SBTi) Expert Advisory Group for Building Sector, and a Steering Committee Member of Climate Change Business Forum of the Business Environment Council.

    Dr. Philip Wong is an accomplished academic and researcher specializing in construction project management, urban infrastructure planning, and sustainability. He currently serves as the Deputy Director at the Pan Sutong Shanghai-Hong Kong Economic Policy Research Institute and the STEAM Education and Research Centre at Lingnan University, where he leads interdisciplinary research. With a PhD in Facility Management and professional certifications such as MRICS, CFM, and FCIHT, Dr. Wong combines academic rigor with extensive industry experience. His research focuses on energy policy, carbon mitigation, Transit-Oriented Development (TOD), and Public-Private Partnerships (PPP).

    Beyond academia, Dr. Wong has consulted on major infrastructure projects, advised government departments, and contributed to community development through his expertise in urban governance and environmental innovation.     Ir Sammy YEUNG, JP is currently the Assistant Director/2 of the Electrical and Mechanical Services Department, who has been serving the Government over 30 years. Ir YEUNG received honorary degree BEng in Building Services Engineering from the Hong Kong Polytechnic University in 1993, master’s degree in Public Administration from the University of Hong Kong in 1999 and Postgraduate Certificate in IT from the Open University of Hong Kong in 2005. He is currently a Fellow member of the HKIE and the CIBSE, and has served as the Chairman of Building Services Division of the HKIE in 2022/23 session. He is familiar with the building industry and experienced in the whole building life cycle from new build construction to continuous operation and maintenance. In recent years, he is leading the department to develop the innovative approaches on smart construction and smart building with E&M digitalization. Those include MiMEP development and application, enabling the Big Data and AI development on Building E&M for Carbon Neutrality and enhanced predictive maintenance.

    Robin is a seasoned real estate professional with over 25 years of experience in corporate estate management, integrated facilities & property management, and real estate development and investments across various property sectors. He has a proven track record of driving business growth, enhancing operational efficiency, and empowering teams across the APAC countries.


    Robin currently serves as Senior Managing Director / Head of Facilities Management at Savills Singapore, where he successfully launched the FM business in 2019, achieving significant business milestones year on year. He has also held leadership roles, including growing the business as Head of Integrated Facilities Management at Bintai Kindenko, where he led a team of over 250 employees, and as Director of FM Business with Cushman & Wakefield. Additionally, Robin served as APAC Head of Corporate Real Estate at RS Components, successfully completing over 15 strategic projects across 12 cities in 7 APAC countries. He has also held the position of Executive Director in an investment holdings company, managing projects and investments exceeding S$500 million in APAC.


    Robin holds advanced academic qualifications, including a Master of Science in Real Estate, a Master of Science in Business Management (1st Class Hons), the MIT Executive Programme in Artificial Intelligence, and the SMU-BCA Advanced Management Programme. He is also a Fellow of Royal Institution of Chartered Surveyors (RICS) and serves on the Board of Directors of International Facilities Management Association (IFMA) Singapore, where he also chairs the Sustainability & Development Committee.


    His continuous pursuit of excellence has earned him prestigious awards, including the RICS Southeast Asia Property Professional of the Year 2020, FM Leader of the Year 2021, FMES FM Team of the Year 2022, Singapore Green Building Council Leadership in Sustainability Award 2023, and winning the Southeast Asia FM Team of the Year 2023 by RICS, WWAP APAC FM Team of the Year 2024, and Singapore Business Review Building Services of the Year 2024.

    Sheila Sheridan has experienced a variety of career choices. From school teacher and librarian, to Executive Assistant where she was introduced to Facility Management. She retired from Harvard University, Kennedy School of Government as Director of Facilities and Services.
    In retirement, she taught for USGBC, IFMA and was a visiting Professor at Hong Kong Polythenic University, and Kufstein University.
    As 2002 -2004 IFMA Chair, she was a sustainability early proponent and was later recognized by the creation of the Sheila Sheridan Award.
    She continues to be an IFMA and sustainability non-profits proponent.

    He is currently the CEO of EM Services Pte Ltd, which is the market leader in township management in Singapore managing over 700,000 Housing Development Board residential units. EM also provides project management, operations command centre, engineering services, real estate management and accommodation services.

    Mr. Tony Tse Wai-chuen is currently a member of the Hong Kong Legislative Council for the Architectural, Surveying, Planning and Landscape functional constituency. He is a Fellow of the Hong Kong Institute of Surveyors, a non-official non-executive director of the Urban Renewal Authority Board.

    After graduating from the Hong Kong Polytechnic, Mr. Tse joined the Hong Kong Government as Estate Surveyor Graduate and had served in the Department for 12 years. Thereafter, he has held senior positions in several public organisations and private enterprises in Hong Kong

    Besides being active in the development circle, Mr.Tse participates enthusiastically in public affairs and has been appointed to public services by the Government on many occasions, including Chairperson of the Property Management Services Authority, Vice-Chairman of the Independent Police Complaints Council, member of the Harbourfront Commission, member of the Advisory Committee on the Northern Metropolis etc.

    Val Moraes, is the Founder, CEO and Managing Director of GregMore Group, a Facilities Management Company specialized in FM Consultancy, Project Management and FM Operations, based in Auckland, New Zealand. His past experience includes senior Facilities Management roles with Super Deluxe Hotels (Oberoi Group), High Rise Commercial Buildings (Colliers International) and Supermarkets (Progressive/Woolworths Australia) besides large Corporates. He is also the first New Zealander to be accredited as a Certified Facilities Manager (CFM) by International Facilities Management Association, USA (IFMA) and the first New Zealander as IFMA Fellow.


    He is one of the Founding Fathers/Foundation Board Members and Past Chair of Facilities Management Association of New Zealand (FMANZ) besides being the Past President of IFMA FM Consultants Council (FMCC) and currently as Strategic Advisor for the IFMA Business (BIZ) Community and Global Liaison for the FM Consultants Council. Val is also an Accredited Professional for Green Star rating of Buildings in New Zealand (GSNZAP) and an NABERSNZ Assessor for Energy ratings of Commercial Buildings in New Zealand.

Dr. Yu is the scholarship recipient of the Executive Education in non-profit strategic management at the Harvard Business School. He serves as member in Advisory Council on the Environment (ACE), Environment and Ecology Bureau and Council for Carbon Neutrality and Sustainable Development, HKSAR Government.
