Biography

Frank Ngoh is the Managing Director of EM Real Estate Pte Ltd. EM Real Estate is one of the largest student hostel management providers in Singapore, providing premier living environments for local and foreign students as well as working professionals. Additionally, it also provides a full suite of real estate related services, such as Integrated Facilities Management (IFM), Operations Command Centre, Valuation, Marketing and Consultancy.

Prior to his current appointment, he was the General Manager/Secretary of Tampines Town Council (Singapore). Managing a town with about 76,000 units of flats and housing close to a quarter million of people.

Frank holds an Executive MBA from Nanyang Technology University, MSc. Project Management and BSc. (Hons) Estate Management from the National University of Singapore. He has more than 20 years of experience in facilities management, project management, business development and marketing. Over the years, he has been invited to numerous conferences/seminars to share his knowledge and experiences as a thought leader.

As the President for IFMA Singapore Chapter & Singapore International Facility Management Association (SIFMA), Frank hopes to advance professionalism for facilities management in Singapore. The National FM Skills Framework workgroup was also co-chaired by him, together with BCA, JTC and APFM. Currently, he chairs the SIFMA Accreditation Board for accrediting Facility Management Companies (CFMC) and Facility Management Experts (CFME). The accreditation is required for CFMCs who tender for Singapore government’s facilities management contracts.
